Skinny fat

I am looking for advice on what to do. I am skinny fat. I weight 42kg and my height is 147cm. What would be the best to do to make a progress to more lean and toned body. Should I first loose more fat and eat less calories, and do strength workouts or cardio or eat more and do strength training to build muscle, or is there any other way?

I would appreciate any advice. Thank you!
